Transfer Student-Athletes

If you currently attend a two- or four-year college and are considering transferring to another institution, you are considered a prospective student-athlete for purposes of NCAA legislation. Please pay close attention to the regulations below as they relate to your potential enrollment at Rutgers.

NCAA rules prohibit an institution's coaches or staff members from speaking with a student-athlete of another NCAA or NAIA four-year collegiate institution without first receiving permission from that institution to speak with that student-athlete. Permission to contact must be granted in writing from the prospective student-athlete's current/former institution, and is generally provided via the previous institution's Director of Athletics or Office of Athletic Compliance.

4-4 Transfer Regulations

A student who transfers from one four-year institution to another must complete one full academic year-in-residence at the certifying institution before being eligible to compete, unless the student satisfies one of the applicable transfer exceptions. Below are a few of the most common exceptions.

One-Time Transfer Exception - Student is not subject to the transfer penalty if:

(a) Student is not a baseball, basketball or football student-athlete;

(b) Student-athlete has never transferred from another four-year institution;

(c) Student-athlete left his/her previous institution academically eligible to compete; AND

(d) Student-athlete's previous institution has no objection to the use of the one-time transfer exception.

Nonrecruited Student Exception - A student-athlete in baseball, basketball or football may use the above one-time transfer exception if he/she was not recruited by the previous four-year institution and has never received athletically related financial aid.

Graduate Student One-Time Transfer Exception - A graduate student-athlete who cannot use the above one-time transfer exception due to being a baseball, basketball or football student-athlete, is not subject to the transfer penalty if:

(a) Student-athlete fulfills the remaining conditions of the above one-time transfer exception;

(b) Student-athlete has at least one season of competition remaining; AND

(c) Student-athlete's previous institution has no objection to the use of the one-time transfer exception.

Big Ten Intraconference Transfer Rule

Any student-athlete who has signed a financial aid agreement ("Big Ten Tender") with another Big Ten school may not represent a second Big Ten school in competition without first serving a full year-in-residence (i.e., sitting out a year). That student-athlete is also subject to the loss of one season of competition. Exceptions are granted if a student-athlete's National Letter of Intent has been declared null and void.

NOTE: The Big Ten intraconference transfer rule supersedes the NCAA transfer regulations. Therefore, student-athletes cannot utilize the NCAA transfer exceptions to avoid Big Ten transfer penalties.

2-4 Transfer Regulations

A student-athlete transferring from a two-year college must complete the following in order to be eligible for competition upon transfer to a four-year institution:

(a) Student-athlete must have spent at least one full-time semester or full-time quarter in residence at the two-year college

(b) Student-athlete must have a minimum GPA of 2.500

(c) Student-athlete must have successfully completed an average of 12 semester hours of transferable-degree credits for each full-time term of attendance at the two-year college.

NOTE: if the 2-4 transfer student-athlete was a declared an academic "Nonqualifier" by the NCAA Eligibility Center, he/she must attend the two-year college for at least three (3) full-time semesters; graduate from the two-year college; complete a minimum of 48 transferable degree credits with a minimum 2.500 GPA; and have 6 semester hours of transferable English credit, 3 semester hours of transferable math credit and 3 semester hours of transferable natural/physical science credit.
