The awards were voted on by the Rutgers football coaching staff. Each of the three players was honored in a halftime ceremony at the annual Scarlet-White Game at Rutgers Stadium.
Neill earned the Frank R. Burns Award, given to the player who has "demonstrated extraordinary mental and physical toughness" during Spring Practice. Neill was a starter at defensive end in 2002 before he sustained a season-ending knee injury. He sat out the 2003 campaign and has returned to be a standout in spring practice this year.
Baker earned the Mark Mills Second Effort Award, given to the offensive player "who has shown the most improvement during the off-season and the Spring Practice." Baker has 13 receptions for 117 yards and two TDs in his career at Rutgers.
Bynes earned the Douglas A. Smith Second Effort Award, given to a defensive player "who through determination, dedication and hard work has shown the most improvement off-season and the Spring Practice." Bynes appeared in all 12 games last season, including one start, and recorded 15 tackles.
