Jeff Poulard joined the Rutgers Athletics Compliance staff in January 2020, and is responsible for the oversight of compliance administration for the sports of men's basketball, women's lacrosse and softball, and is the sport administrator for the Gymnastics and Track & Field/Cross Country programs. Along with his compliance role, Poulard is responsible for overseeing Diversity/Equity/Inclusion efforts for the Department of Intercollegiate Athletics.
Poulard has also spearheaded the department’s efforts in assisting student-athletes with the management of their name, image and likeness (NIL). His work has been instrumental in establishing a platform for prospective supporters and corporate partners to connect with individual student-athletes. The comprehensive program he outlined is based on the pillars of education, assessment and performance.
Poulard was previously the Assistant Athletic Director for Compliance at Xavier University, where he was a member of the athletics department’s senior administrative staff, responsible for overseeing all areas of compliance operations for Xavier Athletics, and served as the Sport Liaison for the Baseball program.
Prior to Xavier, Poulard served as the Assistant Director of Compliance at the University of Maryland, was the athletic compliance coordinator and academic monitor at Howard University, as has also spent time in the compliance office at William and Mary. Poulard has also gained additional experience in Office of Legal Affairs at the NCAA, the Atlantic 10 Conference Office, and the National Football League.
Poulard is a current member of the National Association for Athletic Compliance (NAAC) Education Committee, the Minority Opportunities Athletic Association (MOAA) and is also a graduate of the NCAA Dr. Charles Whitcomb Leadership Institute. He has been a frequent participant on educational panels regarding NCAA legislative matters and has presented to both high school and AAU sport's teams on initial eligibility and recruiting rules.
Poulard graduated from American University with a bachelor’s degree in justice and history and earned his law degree from The William and Mary School of Law.
